State Rep. Blanton’s Measure Aimed at Modernizing and Updating County Gravel Road Systems Delivered to Governor

Kentucky lawmakers have passed House Bill 622, aimed at improving and modernizing county gravel roads. The bill creates a pilot program (2026–2030) to test cost-effective road treatments like chip seal and reclaimed asphalt pavement (RAP).

Counties will be allowed to use road aid funds for these upgrades based on how much of their road system is currently gravel. The Department of Rural and Municipal Aid will oversee the program and report yearly on its progress.

The bill also ensures the Kentucky Transportation Cabinet cannot block the use of recycled asphalt as long as it meets performance standards, and it must report annually on RAP use.

The measure passed the Senate unanimously and is now awaiting the governor’s decision.
