In Wayne County, Brady Helton, of Salyersville, was arrested for driving 91 MPH on Highway 90.
Police later found Helton at a restaurant and waited to see him come out and get behind the wheel.
Police then got him out of the car and performed a field-sobriety test which he failed.
His speed was caught on a moving radar sign.
