Kentucky State Police Investigates Trooper-Involved Shooting in Floyd County

HAROLD, Ky. (Aug. 18, 2025) – The Kentucky State Police (KSP) Critical Incident Response Team (CIRT) has been requested by KSP Post 9 Pikeville to investigate a trooper-involved shooting that occurred on Monday Aug. 18, 2025, around 10:00 a.m. EDT on the property of a business located on KY-680 East near the community of Harold in Floyd County.

The preliminary investigation indicates that just before 8:00 a.m. EDT, Post 9 was notified of a male individual at the business location who was attempting to enter several vehicles and requesting transportation from that location. A trooper arrived on scene shortly after and encountered the male subject, who is identified as Henry Foster, a 33-year-old-man from Raven, Virginia, at which time Mr. Foster presented a firearm and began threatening self-harm. Other troopers and officers from other agencies responded to the scene to assist. During the interaction, troopers and officers began communicating with Mr. Foster in an attempt to deescalate the situation and negotiate a peaceful resolution to the incident. Just before 10:00 a.m., a trooper discharged his agency issued firearm, striking Mr. Foster, resulting in life-threatening injuries. Life-saving measures were attempted but were unsuccessful, and Mr. Foster was pronounced deceased at the scene. No other injuries were reported during this incident.
